Provisions of Delhi Excise Act would override Code of Criminal Procedure

CST & VAT : In view of non-obstante clause in sections 59 and 61 of Delhi Excise Act, High Court cannot permit release of vehicle seized under said Act and sections 451, 452 and 457 of Code of Criminal Procedure cannot be pressed into service
