Though certifying seeds is general public utility yet it's not a charitable if assessee charging fee

IT: Though activity of certifying seeds falls within 'advancement of any other object of general public utility' but in view of fact that assessee-society was charging fees from persons to whom said services were rendered, activity of assessee-society could not be held to be a 'charitable purpose'
