Writ order passed against Commissioner's quasi-judicial order is non-appealable to Division Bench

CST & VAT : Order of Commissioner under section 70 of Chhattisgarh VAT Act determining rate of tax is a 'quasi judicial order'; and, therefore, writ order passed there against by Single Judge bench is an order under article 227 of Constitution and is not appealable before Division Bench
