CL: Where opposite parties were only agencies appointed by Government of India to ensure that illegally cultivated poppy seeds were not smuggled into India, they could not be compared to commercial organization and did not qualify to be an enterprise within meaning of section 2(h) and provision of section 4 related to abuse of dominant position could not be applied to information received against opposite parties
